With dodging enemy attacks, you just kind of pick that up as you play more. When you first start out it's more difficult because you have to actively pay attention to it, but when it's the ten thousandth time you see that attack it's pretty automatic so you can do it without using much brain power.
For input lag I haven't experienced this problem, what's your CPU usage and framerate when playing? Laptops oftentimes have two GPUs (dedicated and integrated) so make sure your computer is using the correct one.
I have GTX 1050 for dedicated GPU and pretty sure it's using that instead of integrated. Framerate is stable enough around 50-60 FPS, unless it's too crowded.
Although, I've been noticing a similar input lag in Deep Rock Galactic.
