Her feet have weighted casings on them, which you can tell by looking at the soles. My head-cannon is that they're to weigh her down to make the recoil from her gun less likely to throw her off balance, but I don't really think that's how guns or balance work *shrug*. Still, the point stands that her feet are smaller than they appear.
