I'm not aware of the mod or creator, but from what leviathan posted it sounds like he's asking for donations so he can keep the mod updated.
Nothing wrong with that imo. He spends his time creating these things for us and it's not like you need to pay to download the actual mod itself.

Ever consider that he could just remove the mod altogether?

But yeah, the blacklist thing is pretty sketchy. Even the most poorly run modding communities I've been in would get your mod removed for that.
It's a client sided mod, why do you need to stop people from using it?

Or maybe he will be able to disable the mod himself for anyone who has it installed AND who is on the blacklist, which is shady at best to have him have access to your game.

No ♥♥♥♥ that kind of behavior is frown upon. And he says that preventing that stuff goes against his developper's phylosophy. Right..

I haven't looked so its just speculation, but I doubt its "I don't like you, so my mod will blacklist you." Its more likely "you have a, b, and c mods installed and/or OS, which would make parts of this mod break things, so I'm preventing that from happening." Which may or not still be a bad thing depending on how its done, but a lot of people are sensitive about scope and privacy.
