As for your allies attacking you, I'm not sure that's an oversight. My guess is that the developers set you as your own 'faction', which could be why allies attack you. Whether this is deliberate or not, I'm not sure.
It could be tied into the lore, we know that the tar corrupts or changes entities, right? It's referenced in the logbook entry for the Abandoned Aqueduct. The Dunestriders consume friend and foe alike.
Perhaps the beetle guard and gold fella attack you sensing the tar's corruption? ;)
Thats a pretty insane downside for a non-lunar item though.. I agree with Oreos, if its gonna hurt teammates and make drones etc attack you, make it a lunar item.
Yeah, that's a fair point. I generally play solo, so it hasn't been too much of a problem for me. I can imagine it being frustrating with allies, though.
Although I don't think the Urn is meant to cause enemies to attack you as when the clay dunestrider does it, the enemies don't attack the pot, so I think it is a bug.

Making it a lunar item would turn a lot of the game into a cake walk for life drain, it was probably bumped to boss items because those have a significantly lower chance of spawning. Item frequency has to be taken into effect for balance.
The downside only really comes into effect for characters like the engineer, or online multiplayer. During both of those situations, just don't grab it.
If you have no friendly summon or isn't playing online it's a great item, 10/10 but the bugs just kill it for me.. I went into some testing about it and like probably everyone already know:
1. Any kinda of friendly summon or player gets hit by the Urn, summons don't seem to be much affected by it, they just get the movement debuff but allies can get killed..
2. Yeah, don't run this on Engie, your sentries can drain YOUR health and get you killed..
I don't even pick this item up anymore and when I do I scrap it..
