Report a translation problem
The bad reviews are because of a patch that came out at the same time as the DLC. The patch caused tons of issues for people, ranging from stuff doing tons more damage/attacks not working right if you had high FPS to deleting your profile data. Many incorrectly expressed their views for the patch on the DLC store page. Recent patches have since addressed most of the egregious stuff and it is now playable (though changes to the spawning director has made it harder).
As for the DLC itself, the main consensus from what I've seen is that:

i'd kinda have to disagree with the character comment, sure chef is the worst survivor in the game by far, but seeker is extremely good (and in multiplayer the best survivor in the game), then the secret new survivor is probably the 2nd best survivor overall and in single player (sure he may lack some polish or actual information on how he works though).
i wouldn't describe any of the new survivors as "mediocre" you got 2 really strong ones and 1 really bad one.
