As for your strict "moral code" its all up to you. I personally decided to get all the skins playing Monsoon with no artifacts but in the end it's a self-imposed challenge in a way.
Important thing is that you have fun playing!

It does trivialize Monsoon (unless used with a whole bunch of other less generous artifacts) so it's up to what you want from the game.
I wouldn't use it if you're looking for a challenge for example.
Lots of folks are calling it 'a different way of playing'. I mean, yeah, I guess. God mode is also a 'different way of playing', but it's still cheating.
If you enjoy playing with it, be it Command or God Mode or cheating, go ahead. So long as you aren't springing it on anyone who doesn't want to be a part of it, who cares?
I offer an example. I wanted engineer’s spider mines. I couldn’t get them. So i used AoC and poof two charges of saw maranag and i got the challenge on my first try.
You can't compare Command to God mode. Sure, if you use it with Swarm and Sacrifice just to clear Monsoon and challenges, it can serve the same purpose of making the game really easy, but it also allows you to make some stupid combinations of items you could almost never get otherwise.
I just got out of a game where past the first 2 levels, my only damage came from N'Kuhana+Rejuv. Rack+Strides of Heresy. How easily can you stack half a dozen of each of those items while not using any other damage dealing ones without Command ?
And then, there's the fact the devs put it there knowing fully how it could be used and despite that, decided NOT to deactivate challenges when activating it.
Command, and the other artifacts are different ways of playing the game intentionally built into the game by the devs.
