Basically multiple elements that were never meant to be tied to framerate got tied to frame rate, other code issues exists. Gear Box basically killed the game and broke it forever. Nothing short of a full return to a pre-DLC build of the game could save it.
Though if you're deciding between ROR2 and another game to play, pick something else to play while you wait

thank you for the responses, I will wait until the 10th (discount ends at 10th) for developer response. Should be enough time to adress the issues and deploy a bugfix
