But regardless if bugs are fixed or not, yes, the update doesn't care about whether you own the DLC or not.
The big reason is that nowadays, since games can just update, all of the code and content is crammed into the game whether it's singleplayer or not, and the DLC serves as as an 'unlock code' to let you use the DLC specific content.
The smaller but still very valid reason is that RoR2 is a multiplayer game. Having the same base code whether or not a player owns the DLC means that players without it can still play with players that do have it.
The way it's handled in RoR2 specifically is that only one player in a lobby needs to have the DLC to enable it for everyone for that run. Though players without the DLC will not be able to choose the DLC characters still.
Stages not spawning interactables is still very much an existing bug. I can't vouch on the Loader issues as I have simply avoided playing her, and have resorted to mods to deal with some of the others.
