They dipped the moment they sold the IP. The only thing RoR related they had planned was RoRR. After that, they said they are going to do non-RoR things.

Gearbox owns the Risk of Rain franchise, they do not own Hopoo Games. Gearbox has been publishing all Risk of Rain 2 stuff (base game and first DLC) so this happened pretty naturally.
I heard that Hopoo wanted to make 2 DLCs for RoR2. All the RoRR announcements also came directly from them. RoRHW (the mobile game) is the first instance of Gearbox making something completely without Hopoo.

They made Risk of rain returns. I'm not sure if they want to keep working on it or if Gearbox takes it from there

Gearbox already had a larger influence on the first DLC, so I'm confident that they can take it from there with the second DLC

I'll buy the expansion if it's good but I'm not going to neglect the new developer's track record. The video they released explaining it looked like they missed the whole point and tone of the series, so I'm not holding out any hope.
