Do rusty lock boxes still spawn with artifact of sacrifice on?

They do. It isn't really a chest. Just a loot box so it does spawn and can still give an item. The cloaked box also shows up though usually that is easily overlooked by everyone.

Rusty Lockboxes still spawn, and stages with built in chest will still have those chest spawn regardless of Sacrifice. This means Gilded Coast has it's 4 chest spawn, and Abyssal Depths has it's legendary chest spawn.
