Do I need dlc for multiplayer?
Never really see many public games even with crossplay on. Is this because I don't have dlc? Or is multiplayer normally this dead?

turn off crossplay. its actually a problem.

You can play in any lobby regardless of DLC. In fact, if any one player has the DLC, the DLC option is unlocked for the entire lobby. The only exception is the two characters.

Crossplay on the other hand, is a lot less nice. It's not actually crossplay. That's a very misleading name for it.
