Can We Have 0 Seconds Cooldown?
I'm wondering if it's possible to have 0 seconds cooldown?

no. Lowest you can get is half second, I believe

I think that only applies to your abilities and not to equipment. Check this out.

Skills have a global 0.5 second cooldown but if you have multiple ability charges through Backup Magazines, Hardlight Afterburners, or Lysate Cells, you can spam through them as fast as you can.

I built it... I did and the minimum cooldown was 4 seconds.

15 Fuel Cells (3.9 Seconds) and Soulbound Catalyst (-4 Seconds) I couldn't get more Fuel Cells, so I don't know if more Fuel Cells will reduce even more, if Soulbound Catalyst doesn't synergyze, or if there's a minimum cooldown time for Missile Launcher.

What matter is that, if you activate right after finishing the previous missile launcher volley, you'll have "infinite", you'll clear the whole map, kill every boss, and won't need to stop firing. In an alternative situation, if you just walk around collecting loot without shooting, when you return to shoot you'll have all 16 stacks back.

The fighting against the last boss on Monsoon was really easy, I just had to spamming the button and run away from him. To prove, take a look at Artificer: Mastery achievement, I just did, right now.

Artificer: Mastery
As Artificer, beat the game or obliterate on Monsoon.

Portable Missile Launcher has a minimum "cast" time where it has to finish the last volley you activated in order to loose the next stack of it you have queued. Some items like the Radar Scanner have no minimum cast time, so if you had a Gesture of the Drowned you'd let loose a thick bubble of radar energy as it activates every frame until your stacks are drained. Soulbound Catalyst synergizes in that it'll aid in replenishing your stacks upon kills, had you thrown a few Gestures in there you'd be firing a never-ending stream of missiles, one stack after another while re-gaining stacks upon kills thanks to the delay in "cast" time.

Oh... I misread what Soulbound Catalyst does, I thought it would reduce all cooldowns by 4 seconds, instead it reduces the cooldown by 4 seconds AFTER kill an enemy? Maybe Soulbound Catalyst is good, but not mandatory, since it's a red item and I can go for better ones.

The Portable Missile Launcher cast time is 2 seconds, it takes 2 seconds to release the full volley of missiles. If you activate it multiple times during a volley, all the times you pressed will go to a queue, and right after you finish your previous volley, the next one will start, until it launchers all times you pressed, basically it's non-stop firing, because there's no timing between volleys.

When you have 15 or 16 (don't remember now) Gesture of Drowned, the cooldown is 2.3 seconds, which means it will automatically fire a volley of missiles with a pausing time of 0.3 seconds each volley. Fuel Cells don't work when you have Gesture of Drowned, your stack count will show 0, even if you have Fuel Cells.

At this point, we can get 19 Fuel Cells and set the cooldown time to 2.1 seconds, which means we'll spend 0 Lunar Coins and have a delay of 0.1 seconds between volley, BUT we'll have to activate it manually...

Anyways, this build is great, really fun, it doesn't matter the character, it will work because you don't need to attack with the character anymore, just run, AND YOU CAN DO WHENEVER YOU WANT, since you won't spend Lunar Coins to build it.

I do this:
5 Energy Drink, 5 PGH, and 5 Hopoo Feather for mobility.
5 Weeping Fungus, 10 LMG, and 5 Harvester's Scythe for healing.
10 Thought Times for negating damage (up to 20 if needed).

Since missiles do proc status effect, I go each status effect to proc:
10 Tri-Tip Dagger (100% bleeding change);
3 Gasoline (for 20 burning meters);
3 Stun Grenade (13% stun chance);
1 Molten Perforator;
1 Charged Perforator;
1 Ukulele;

To increase the damage of the missiles, I go with more missiles, and more damage:
2 Pocket I.C.B.M. (2 extra LINES of missiles, and +50% damage each missile);
5 APR (for 100% extra damage VS boss);
1 Will-o-Wisp (for fire pillar damage);
1 Ignition Tank (burning is OP);
1 Brilliant Behemoth;
1 Shattering Justice;
1 Laser Scope;

It's really hard to pull out this build, even with Artifact of Command, because there's too many items, usually you'll be able to end the run by killing Mithrix way before completing the build. Once you get everything, I just keep pilling on the stack. White goes to Thought Times, green goes to Old Guillotine, yellow goes to Shattering Justice, red goes to Laser Scope.

Even on Monsoon, even with the worst character for you, it's simply impossible to lose unless you want to lose.
With certain items. Yes. If you can trigger the items effect for instant cooldown.
