Unless you somehow manage to only hit enemies with the outer edge of the attack, it is straight up better than orbital probe in terms of damage- 40,000% damage on a 40 seccond cooldown, vs 1000%x3 damage on an 11 second cooldown. 40,000% vs 12,000%.
The only benefit the probes have over the diablo strike is 3 chances to trigger procs instead of 1. But diablo strike hits so hard that even if all 3 probes proc, the diablo strike alone likely still does more total damage than your resulting procs- And the strike itself can proc things to dramatically greater effect.
And heck, the later in the stages you get, the MORE beneficial the diablo strike becomes- not less. Because there are far more enemies the longer your run is, you can practically aim it anywhere and hit something....as opposed to using it in stage 1 or 2 on a handful of lemurians or mushrooms.
And as mentioned by bread man, it of course scales extremely well with anything that ups your damage- Crowbars, armor piercing rounds for bosses, delicate watches, etc; Or with anything that does total damage.. A single ATG procced off diablo strike would do 120,000% damage...
Or more terrifying, pairing it with Runalds band- or especially Kjaros, which would leave a spiraling death tornado doing 120,000% damage over time which lets it tick and kill numerous enemies that enter the area after the strike. Compare this to Orbital Stroke and Kjaros which does a whopping...3000%.
With just one ATG or Kjaros you're looking at:
Diablo Strike: 160,000% damage (40,000 from the strike, 120,000 from Kjaros)
vs
4 uses of all 3 shots from Orbital probe: 24,000% (12,000 from 4x3 1,000% hits, +3,000x4 from Kjaros, as the CD from probe is long enough that kjaros will be available each time)
6.66 times more damage for the diablo strike, and with Kjaro's it's spread over time so even though whatever was originally hit is going to evaporate, other enemies can and will walk into the radius and die from one or two ticks of the fire whirl.
(Of note, Orbital actually has an 11 second cooldown, not the 10 seconds I simplified it to- So over time, diablo strike actually does even more damage in the same period of time than orbital will)
I'll admit, diablo strike has a learning curve to it- Losing the immediate effect of the orbital strike can be a bit rough, and learning to move so enemies stay in the area can be hard. But the diablo strike is anything but bad when used properly. If you have even sub par items it should be absolutely deleting anything caught in the center of the area.
You have 20 seconds to kite things back and forth over the death circle- Run in a giant circle around it, lure them into it.. They dont stand still, But neither do you.
