I found it in the first stage of my first loop, the teleporter got a large purple orb around it. Not sure if it just has a chance to show up, or if it's fixed like the celestial portal. Just finish the tp, head inside that portal, and you have a few more things to do.

In the level you arrive in, you need to open cells kind of like the Void Fields, which opens a portal to get into the Planetarium.

legit ask but what do they look like exactly

Not sure how you found it first stage of first loop, currently they can't spawn before stage 6.

There are three ways to get the new portal (it's a dark purple, looks like you can see stars through it, looks drastically different than other portals)
1. Clear the void fields at any time and the portal for the Planetarium will appear
2. Randomly from stage 6 and on, there is a chance for the purple portal to appear. This will take you to the "Void Potential", and you have to activate 4 beacons in a bubble to clear the stage. From there you can enter the planetarium. Only void enemies will spawn here, with a few void cradles and item totems spawning in. Outside the bubbles will be void fog, like in the void fields, so be careful when stepping outside.
3. Kill Mithrix, and instead of going to the spaceship, go back down the hall to spawn and keep petting a glass frog that appears in the middle of the spawn room, where you first start the stage. You can keep petting the frog for 1 lunar coin each pet, until a portal appears. I have read that this can be a little buggy, so I wouldn't shoot for this method at the time of writing.

Best method IMO is to hope for a portal to Void Potential to spawn, and just clear it from there. If your run has gone that long, there is a decent chance you can win. Planetarium boss is pretty hard though, have lots of healing ready.
