paradox interactive does DLC sharing in multiplayer pretty well, i don't see why hopoo couldn't take a page out of their book

because they're not poor
But everything else should be only accesible if the host have the DLC and only players with the DLC will be able to enter, you can of course host a NON DLC server if you have the DLC and you still want to play without everybody (lets say one of your friends does not have the DLC) you can play with everybody in case even if you have the DLC already
you can carry YOUR DLC things into other people worlds without the DLC, but the exclusive zones of the DLC are not accesible for them.
that would be terrible in ror2 multiplayer when you're suddenly kicked out of the game because the teleporter teleported you to a dlc map
you cant access the DLC content by yourself, but other players can still use the DLC survivors in your world
that wouldn't work in ror2 because you'd need to complete challenges to use the survivor. paradox model is still the best
