Here's the thing - I used to run this game on a GTX 1060 and it didn't provide the best FPS. Definitely below 60 by stage 4. So your 960M is performing normally, and actually better than I would expect, because the 1060 absolutely wipes the floor with a 960M[gpu.userbenchmark.com]
Part of the problem is definitely a software bottleneck because my 3060Ti seems to struggle with triple digit FPS by stage 5 despite heating to 68C but that's a different problem entirely.
But I am telling you, your GPU is not being underused. Your GPU readings are not accurate if they are reporting 40%, especially if CPU is not bottlenecking.
Here is a benchmark with a GTX 750Ti, which is not far off from your 960M[gpu.userbenchmark.com], showing a 60-85 FPS average on the first stage, depending on settings.
Here's one of an RX 560, the FPS is capped at 60 but in the first benchmark there are frequent drops below that threshold, meaning that it wouldn't be going much higher than that if it weren't capped. Also, the RX 560 is considerably better than the 960M[gpu.userbenchmark.com]
Still don't believe? Look at your GPU's temps. I'm not certain about thermals when it comes to laptops, but I am willing to bet you're sitting at 63C+ on your GPU when playing, which shouldn't be happening at 30-40% utilization.
Like actually, how is this relevant.
Is it a flex?
Is it supposed to show me this game doesn't run like ♥♥♥♥?
Is it contradicting my statement about stage 5 fps, which I made as an example that doesn't necessarily apply to everyone but certainly describes the experience of people playing with a 1060 3G or lower?

Assuming the 40% are correct though: in this case its most likely a temperature problem. The GPU gets too hot and is throttling. How often did you open your lapttop and clean it from dust and stuff?
As for 'actionable' things: Have you checked to make certain the game is actually USING your Nvidia GPU and not trying to run the iGPU?
As for being 'over the spec recommendations', you definitively aren't:
min recommendations call for a gtx 580 or better on Nvidia side. Yours isn't as good, according to benchmarks. Cpu benchmarks are iffy as hell, but I wouldn't be surprised to learn you are technically barely over the minimums there, going off the on-paper specs of your cpu compared to those shown by the minimums, and that's without taking into account the typical ♥♥♥♥♥♥♥ done by laptop manufacturers like limiting processor performance in order to control heat.
You don't even come anywhere CLOSE to the recommended specs for gpu.
Lol ok well, well my game is fine now and im not struggling with fps, i just made some changes in nvidia inspector, and i had also mistakingly forgetten to add that my fps was only bad with mods, vanilla ror2 performs fairly well for me so im enjoying the new update. And both the cpu and gpu hard throttle at 93 btw and my game is using the right gpu.
