You can see it on your HP bar, there's an overlay on the first 10% when you start, that means the OSP is there.
Elites are borked and do too heavy of hits which is a separate issue.
Shield generators don't remove OSP, and I don't think they ever have. They *were* avoided like the plague for a long time though. It was a really common strategy (still is, vaguely) to stack healing items so you'd take a hit, drop to 10% HP, spam your heals and go to above 90% HP then take another hit. Rinse wash repeat really rapidly and you theoretically won't die. Shield generators would prevent you from going above 90% HP really rapidly if you have enough of them, since 10% of your HP would be unhealable shields. That could be what you were thinking of.
I've lost a lot of monsoon runs to them... And Imps, for some reason. Their melee is fast and can easily kill you.
Basically... Whenever you get cocky in Monsoon, you die ^_^
