the game does not consume all resources
i5-8300h
gtx 1050
12gb ram

the game is using only 20-30% of CPU and GPU and i have a big fps drops in the game from 60 to 5.
help

First try should be always to check if everything is up to date. Drivers and such.

At times the map spawns loads of things in a few secs.

check your hard drive specs. if it's a slow drive you will have slow response times, RoR2 isn't optimized for disk usage very well and pulls a lot of resources in from disk. that's why the items would cause freezes when you pick them up in the first releases.
I don't know if this is the case anymore but it was when it first came out.
