I definitely notice when it does start shooting, though early-game the charging takes a good amount of time.
I have only experienced the long charge times early on stages, but I think that might be because it needs a static amount of kills per charge. As soon as you get kills fast, it will more or less fire every few seconds.
I think the kill count is cumulative. It probably fires as many times as your kill count allows. The disc definitely stops firing if you stop killing enemies.
this is why i'm saying maybe add a charge indicator or something because i had a stack of 4 of these didn't see it fire once. others are saying they have seen it. i was getting swarmed on wave 30 slaughtering everything around me didn't see it go once.
