Lunar Pools are purposely rare due to removing any Lunar item and it's downsides, save Tonic Sickness. Having one in the Bazaar would defeat the point of having to carry their downsides before finding one.
Sure, sometimes you can find a Pod on the same map as a Pool. It's fairly unlikely since one is an uncommon spawn, and one is a rare spawn.
In a nutshell. You aren't supposed to be able to shed their downsides that easily.
The bazaar itself is fine. It holds many tradeoffs in it, and if you don't want to take them then you wouldn't use it. If you do.... well you'd use it.
Most lunar items are also broken in some niche of their own. I'm kinda suprised that a lot of players don't know it.
