Personally I find on-hit to be most effective on Acrid, largely because the procs from items can easily help finish off weakened enemies, and things like the bleed from Tri-Tip Dagger can nullify the downside of standard poison being unable to kill on its own. Also of note is that poison damage can kill elites via Old Guillotine, and this pairs very well with Will-'o-the-wisp to clear crowds.

Then try and get all status items you can along with the mask that gives you extra damage on enemies that have 4 debuffs.
Because relying only on the poison spread for Acrid isn't gonna work late game.
So he can very well be a crit build.
