Because prior to the events of the game it rained treasure chests onto the planet.

Name of the final level in the first game was :

Risk of rain.

Also if you get there it can be raining. It also if I remember right always rains during the final boss fight.

It's not called risk of rain, it's called risk of rain 2. It's called risk of rain 2 because it's the sequel to risk of rain. No need to thank me ;)

Story (taken from the first game) is that the escape pod you come from is from a crashed cargo ship, all the cargo/chests/whatever rains down on the planet, therefore called risk of rain.
