I can see where you're coming from since I'm like 15 looped runs in and haven't had a chance to get mercenary yet, but I'm just going to push on until I find him...
He just means the cost of the game.
Unlocks can be nice since they give you something to work towards. Sometimes you think you'd really want to just have everything up front only to get it and later realize it just decreased how much playtime you'd get out of the title. All depends on how you feel about grind, and/or if you find it too grindy to get them in the first place. That's a personal preference thing.

not everyone wants to spend so much time unlocking things
this is also a multiplayer game but its coop, meaning you'd be joining someone with already unlocked characters which is also fine
the only scenario in this game where i'd mind a cheater
if they joined my lobby and like started one hitting all enemies, that ruins the fun
but if they just did 1 button to unlock all characters and play normal in game, then its perfectly fine
i myself like to earn achievements and all that stuff, but if people dont want to in games like these its fine
As someone who used the "cheat" (not really a cheat, just a save edit): I don't find fun in unlocking characters in Rogue-lites. My fun in these games are to do endurance for as long as I can, not chip away at something/throw runs to get a character I might or might not like (tbh, most of them are kinda meh outside of Huntress), so I wouldn't say it's really "spoiling" myself.
tl;dr Different strokes for different folks.
