♥♥♥♥♥♥♥♥, you can refund it even if he has redeemed it. Love how steam users spread misinformation.
You can only fully refund the game when a gift has been taken, but you can always try to write a ticket and ask nicely if valve can do something for you.
On the Steam Refunds page it states:
"REFUNDS ON BUNDLES
You can receive a full refund for any bundle purchased on the Steam Store, so long as none of the items in the bundle have been transferred, and if the combined usage time for all items in the bundle is less than two hours. If a bundle includes an in-game item or DLC that is not refundable, Steam will tell you if the whole bundle is refundable during check-out."
At the moment Risk of Rain 2 may fall into this category seeing as purchasing the game provides a bundle of both the game for your own account as well as an extra giftable copy. The gift copy was then transferred when sent.
and also:
"REFUNDS ON GIFTS
Unredeemed gifts may be refunded within the standard 14-day/two-hour refund period. Redeemed gifts may be refunded under the same conditions if the gift recipient initiates the refund. Funds used to purchase the gift will be returned to the original purchaser."
Sure, Steam state that "even if you fall outside of the refund rules we’ve described, you can ask for a refund anyway and we’ll take a look." But the conditions above indicate that sending the gift copy makes a refund ineligible.
There's no need to just jump on my post with profanity, and say that I'm spreading misinformation, and if I am wrong, then I can put my hands up and admit to misinterpreting the refund policy. If you can provide evidence contrary to what I'm basing my judgement on then please do so.

Just to offer another option, as there may be a delay in getting the funds back into your steam wallet if you plan on rebuying before the deal ends:
I purchased my copy last night, and was going to buy someones spare copy, but then noticed it on the Humble Store with the same deal being listed. So i refunded, which I'm just waiting for the pending funds to go back onto my wallet (Which will probably be tonight).
I got onto Humble Support via twitter to ask if the extra copy deal is also available if the game is bought off the Humble Store before the 3/30 12pm PT deadline, and you do indeed get two copies from Humble. Same deadline applies.
I can confirm this as on my purchase page is 2 Humble Links, which you can either reveal the steam keys for or create humble gifts. Just redeemed my Steam Key and as it also states you won't get an extra gift copy (Which is why they give you the two humble links):

This worked out better for me, as there's some ambiguity with some people saying their steam gifts are region locked, and if you have a Humble monthly sub you get an additional 10% off, along with a little credit on your Humble Wallet.
