If its a nvidia you can go to nvidia control settings and choose global settings "Vsync = off" Or change the setting for the game itself

This is assuming the game isnt actually locked to 60, which shouldnt be because i know someone saying (fps didnt drop below 80) So i assume its not locked 60

nah its cool. game doesnt really need to go beyond 60 fps (as someone whos going 120, and has locked to 60 i can see little difference in performance other than GPU being less hot.)
my suggestion to anyone having the problem check your GPU control panel settings for the game and see if you can override the FPS cap.

i did limit it afterwards though, because it makes no sense to stress my GPU for more then the monitor refreshrate.
In short, there is no hard framelock. Must be some Nvidia settings issue.

its not capped for me at all
the only option i cannot change is bloom
My game runs at over 200 fps easily, but it is still stuck on 60hz mode so it looks choppy.
Right click on desktop and choose:
"Screen settings"
On the bottom click:
"graphics settings"
Browse and find risk fo rain on your computer (under commonapps)
Then click the risk of rain 2 game, and choose high utility.
Go to Settings > Video > FPS LIMIT and set it to unlimited.
