3:15 in this video I sprint circles around a titan to avoid the laser. "Undodgeable" is simply untrue.

Anyway...
The laser is highly tracking, hard to avoid and probably the last properly un-fun mechanic remaining in the bosses, now that magma worm is less of a chore. It's the only boss that flat out requires use of cover lategame (unless you have really good defensive options) and of course, you can't stun the boss, so the only option is to either tank it or run - be it behind cover, or in close circles, sometimes neither option is viable.
It's not that it's hard, though it certainly can be... but it's just not really fun in the current iteration.
