Problem With BepinEX and mods

My friend and I wanted to try some mods. I watched multiple videos on how to mod RoR2, and I followed them and it works perfectly fine. However, for my friend nothing is happening. His problem is that the Bepinex console isn't showing up at all and none of the mods are appearing (but the game itself starts just fine). He tried multiple different times, I had him do it the EXACT same way I did and still nothing. He tried completely reinstalling the game which did nothing, but he reinstalled it on a different drive and it worked once and now it won't work again. Both of us put several hours of searching websites for help, but we can't find his exact problem. Any help with finding out why this is happening is appreciated.

I had a similar problem, in the end it was that I didn't copy the folders correctly (my problem was that I had something like: "Risk of Rain 2 > Bepinex > BepInEx > etc").
Make sure your friends has the "BepInEx" folder in the same folder RiskofRain.exe is, also make sure the BepInEx folder is the one that has the subfolders inside (I'm talking about cache, config, core, monomod, patchers and plugins folders).
