Unless you're okay ditching runs halfway through, I wouldn't make 'playable on the go' a factor here.
On a side note, AMD's GPU drivers has a similar function built in. It says I shouldn't be able to run RoR2, but I have stable 60fps on almost ultra at 1080p. My specs are slightly better than the minimum requirements on the store page.
The games become more demanding the further you go in a run, so I usually have to turn shadow quality down a little after a few loops.
To answer your original question:
I read a thread somewhere saying the switch isn't powerful enough to run the game right. After a few stages you will see fps drops. I would go with the PS4 version.
I recommend finding out what consoles your friends have so you can play with them.
If multiplayer doesn't interest you at all, go PS4. I have a friend that owns it on both and he says Switch performance falls off HARD after 3-4 loops, where as he can get 5-6 loops before it starts to lag a little on PS4.
Thank you for the tips everyone, if the game isn't as pick up & play as I thought it would be, it makes sense to get it on PS4.
