How to get skins?

I dont how to get skins is it permanent or just through game play only.

once unlocked skins are perminent.
not every character has a alt skin at the moment.
you can unlock skins by doing certain chalenges, check the loadout in game to see what you need to do.

if your items keep re-locking when you close the game, your save might be corrupted which is a bug, check google on how to fix.

All current skins are unlocked only by completing the game on Monsoon difficulty. It unlocks for a character you was playing.
To complete the game you need to get to Stage 9, where special portal will be opened. In that portal you will need to do some jumping until you get to the Obelisk. Use it twice and your character will be exchanged for Lunar Coins and skin will be unlocked.

Loadouts and alternative skills are unlocked via challenges.

a little correction here, it's actually stage 7 that gives you the celestial portal.
