Over 130 hours of playtime and this is the only thing I'm missing, beside the gold portal boss' log. I've seen the Distant Roosts' radar scanner atleast a dozen times. Am I just extremely unlucky or is there a specific spot hidden somewhere for it or something?

I have ecounter the Environmental Scanner two times so far, & both times it has been located near the big ring buried in the ground. So yeah, unless your not checking out that area much, then it's probably just bad luck.
