Loader has a huge damage, high-mobility attack that gets in and out of danger in one move and has a less than 10 second CD (which is the CD I think it needs). If you get damage grapple you even have a quasi ranged option that is still an escape and mobility tool. Really the charge attack is the only thing that needs to change. Either leave the damage as is and increase the CD or reduce the damage and leave the CD as-is.
I'd actually find Loader to be balanced entirely if his shift didn't give a speed boost and was just a charged punch. That would make the character far more skill-oriented, and the game can benefit from a high-difficulty ceiling survivor.
Ye, I've been preferring the one punch style, the later takes some time to get rolling if you can't get a syringe printer.
