Her raw damage and good proc rates can and will carry her. You could probably just bum rush every teleporter if you wanted; no items needed.
I should clarify too; tier lists should be based entirely around the early/mid game. 3 hours in, everyone kicks butt. Killing an enemy in less than a second is indistinguishable from character to character, so it really doesn't matter at that point. Tier lists are moreso just asking how well you can get to that point.
As for monsoon... I'd probably drop Mercenary a level and push Engineer all the way up to the top, but otherwise pretty much agree.
Loader hits like a truck and gets 'healing' from barriers.
Engineer is just OP in general, from movement to damage to utility to item usage. He'll be picking back up again when turret/drone HP regeneration is buffed for monsoon. (He's also pretty much always the leading character in prismatic trials, unless a cheese fest besides Engy is going on.)
I don't know where to put Commando, though. He's not really great at anything in particular, but he's consistent. No matter what item he gets, he can use it pretty well. The same can't be said for all characters, though Merc and Engineer come to mind for 'I can use anything well' too.
He's pretty simplistic to play, too. Something to be said about easy mastery. :P
S - Loader
A - Mercenary, Artificer, Engineer
B - Huntress, MUL-T
C - REX
D - Commando
Loader is borked and I love it.
Mercenary is always great and feels natural to play.
Artificer is pure damage; can't get hit when there's nothing to get hit by.
Engineer is easy mode, but a bit stale at times.
Huntress feels underwhelming, but is definitely good.
MUL-T depends on healing items a bit too much for my liking.
REX is... there. I barely play as it, but it's not as great as the others.
Commando hurts, yet I still play him the most.
A: MUL-T and Loader
B: Artificer and Commando
C: Huntress and Rex
I ordered them based on their damage output and survivability.
Mercs I frames low CDs and the addition of Ruby makes him stupid survivable with almost no damage fall off.
Engineer has bar none the best utility and scales stupid well.
Mul-T is still tanky and double prion is great.
Loader once they get rolling has a good balance of mobility tankiness and damage.
Artificer is basically an attack chopper now and while her raw dps can fall off a bit she can outrage most bosses to the point where she is basically invulnerable.
Commandos shotgun is great especially with Ruby and herressy solves most of his shortcomings
Huntress suffers from the regen changes alot
Her triple dash makes up for this by basically having a Dodge up at all times
Rex needs some love let's be real he's like the forgotten middle child.

At the moment, Loader is an incredibly strong one trick pony (and tons of fun to play).
Huntress I'm the most torn on. She has good damage and great mobility, but I honestly don't play her much.
Artificer is like the opposite of Huntress. Amazing damage output, but feels like she falls off hard late game. Her alt R can be used to cheese most of the game by staying in the air out of reach of 90% of enemies.
Mercenary has been my second most played character since his release. Has decent damage, but his strongest trait is all the invincibility he gets during his dashes.
REX is possibly the most damaging character in the game right now, but his skills costing health holds him back.
Engineer probably has the most potential, but feels like the most item-dependent character.
MUL-T is just painfully average. Rebar puncher falls off fast. Nailgun deals a lot of damage, but requires him to stay dangerously close to enemies. He's kinda tanky, but not as tanky as the two melee. Holding two items is great, but to make the most of it you have to get very specific items.
Commando, my most played class, just doesn't feel good. Despite being "the" average, he doesn't seem to do anything at all. Every other character outclasses him in some way. His skill diversity consists of "shoot", "shoot" and "shoot".
