I'm somewhat disappointed at some of the replies in response to the question, while yes; There is no hard echhi like clothing break or straight nudity, but there are pervasive (not perverse though) theme of sexuality in the game.
But to answer the question
4-5/10 (depending on how you choose to see things).
While yes, there is none of that vulgar sexualization (straight nudity, cloth ripping ETC), or any of the "Classical" methods of sexualizations (that would invite inspection by the ESRB), there is still ALOT of sexualizations if you care to remove some of the rose-colored glasses.
But to describe some of the techniques used (and to give you a clue as to what's being applied)
1. All of the females are youthful and have hourglass bodies (with no fat or other imperfections).
2. All of the characters have ideal body/leg proportions
3. Nearly skirts are miniskirts, (imagine them bending over), and they have colorful underwear.
4. All of the playable characters are females with approachable personalities, that can easily be turned into "waifus" (no no-nonsense serious drill-sergeants)
So essentially we have a collection of characters that amounts to a bunch of anime barbie dolls barbie, in that they've vaguely "not human".
But in addition there are other -less than savory- techniques used like.
1. Softcore lesbianism (like how one of the steam store page shows 2 characters about to kiss)
2. Underwear fetishism
3. Kiddos acting like adults and adults acting like kiddos (think what you want from this).
4. Bikini-esque outfits (check vert's alternate costume, or black-heart's outfit)
5. One bathing scene where 4 of the characters are seen wearing underwear.
6. Those Cat-suits
I mean yeah, it's all done in a bizzare comedy that somehow makes it all seem acceptable and cheesy but still, it's there.
I spose that the comedy is the thing that clouds people's perceptions about the game, that it's more decent that it really is, but ultimately.
Sex is in this game (and is indeed selling the game) and it's -like most anime nowadays- deeply implicated into the game.
It's more tame than NEP U actually (I checked your profile).
(also, why are you asking this question? You've played other Neptunia games, shouldn't that give you enough information as to the sexualizations in the game?)

And yeah I have Nep U, but I got unbreable-dress for to enjoy the game (I must closed the eyes in early game) -haha. And about the Nep 1 I just skipped it.

(Other games in this series do have them wearing nothing in some parts, but like it's like in some anime where like a ray of light, or steam, or a leaf is tactically blocking all the characters privates).
