Edit: It's possible the boot video files got corrupted. For Devil May Cry 1, they're the title videos. For Devil May Cry 2, they're the cg_00 videos. For Devil May Cry 3, the Guro series videos and the title video.

Chances are some files got corrupted. Most of each game's data is installed in a nbz like the one I mentioned about Devil May Cry 3. Start by checking the video files for each game to see if the ones I mentioned work right. Verify, let it download the whole file, the try one of the games. If that doesn't work, try doing the same with Devil May Cry 2's nbz file and let the whole file download without shutting off your PC or closing Steam, then try Devil May Cry 2 to see if it works.

After long searches on the web to solve my issue:
I had the same issue and I found that pressing the start button resolved the problem but what about the cutscenes that won't appear?
I installed all VC redist c++ from 2010 , 2012 and 2015, both x86 and x64, It won't play either too and finally, I installed direct X 11 from Microsoft downloads even the direct X 12 already installed, I saw "net.Framework will be installed now" appeared at screen, I though that's the reason of the issue and I started the game DMC1, the cutscene shows at the begin after the save loading.

Download and install DirectX Redistributable (June 2010), Microsoft Visual C++ Redistributable 2015-2022 32-bit and 64-bit.
the game should work fine.
Solution: install DirectX End-User Runtimes (June 2010) from the official website:

After that, the cinematics worked perfectly on Windows.
