Basically if you want to make it easier for yourself you'll destroy the heads that make you take damage the most. For example the head with the icicles, if you damage each head proportionally you'll be making it more difficult just attack one head at a time usually leave the one that freezes the ground as the last one since you can just jump to avoid the attack. Either that or you can output enough damage to stagger cerberus and destroy the head quicker.
My SS experience with mission 3 for example, I had to go back to Dante's office front twice to farm orbs; I prefer to avoid any Enigma encounters if I can help it.
For Cerberus, I use E&I handguns for staying airborne, Shotgun for removing the ice shields, and then attacking the heads during a few safe moments with Agni & Rudra's jump attacks. When he's at 75% HP or something, just before he turns red, I find a safe time to use Quicksilver with a full DT to spam Agni & Rudra's jump attack when the heads are exposed to damage two or all heads at once, prioritizing the head that drops the icicles. If done correctly, he'll be stunned from that one spamming session alone, and one or two heads will die, too.
When he's roaring to do the falling icicles thing, I like to run toward the camera, then run back toward Cerberus while avoiding the white spots on the ground, then doing a single jump at the last split second; I suppose doing Quicksilver for that one instance would work, too.
I also like to just stay on the sides of the stages, then moving to the opposite side if he starts facing where I am, all while getting ready for any fast attack he might do while I move, namely that pouncing one.
