DMC2 was very rushed into production by Capcom after DMC1 was such a success, but they rushed it so quickly that they didn't get a single member of the DMC1 team to work on DMC2. So while DMC2 shares similarities to DMC1 they're really only skin deep, and the game doesn't feel anywhere close the quality of DMC1.
It's a lesser game in every aspect, the combat isn't as good, the enemies aren't as good, the level design isn't as good, the bosses aren't as good, it's all mediocre. Pretty much the only part of the game that's above average is the art design.
There is potential enjoyment to be found in DMC2 if you as the player go out of your way to try and make the gameplay more interesting, but the game itself does nothing to teach you how to play it competently, and it does nothing to stop you from spamming ranged attacks from across the room the entire game, and since spamming guns is such an easy tactic that's how most people play the game, even if it's a boring way to play the game.
That's not the players fault, it's the games fault for not encouraging a more exciting play style.
Give DMC2 a chance to see if it interests you, but if you end up not liking it, know that DMC3 has absolutely zero of these problems, and it's one of the best games ever made.
DMC2 has cool enemy designs, but the AI and combat mechanics are TERRIBLE. Most boss fights can be won by just hanging back and shooting, or jumping and shooting until premature arthritis sets in.
Heihachi's flamboyantly gay brother is probably the best part.
Story is....something. it honestly makes no sense and pretty much sucks.
Combat is pretty bad, just level up your pistols and you will pretty much shred anything in your way. Now this wouldn't really be a problem if the swords weren't awful to use.
Trish is the only fun character to play, but you gotta beat game first to unlock hard more then beat it on hard to unlock her if I remember right.
IIRC for me personally, the low point was around mission 5. Not saying it turns into a great game afterward but I think it doesn't sink that low again.
I still recommend playing DMC3 first, it's excellent and chronologically the first game anyway.
Don't skip the light novels and anime. Important deets are filled in.
You know how the camera could be wonky 10% of the time in DMC1? Well, try it being wonky far more in DMC2. Couple that with the most floaty lock-on imaginable and it just makes combat a massive annoyance.
The enemies are utterly forgettable. They are brain dead on top of it. And you really have no reason to care about what attacks you do. It just doesn't really matter. You don't have to learn them the way you did with DMC1.
The bosses are terrible. And I truly mean terrible. Some rank among the absolute worst bosses I've ever faced in gaming, like the Infested Chopper, Trismagia, and Jokatgulm. They are utterly one-dimensional, unsatisfying to battle, and needlessly tanky.
The levels are often way too large and empty for what they are. It's tedious to go through them even if they aren't overly long even at their largest. Just tons of space that went unused.
The forced platforming sections are even worse than they were in DMC1 due to the camera being worse than it was there.
The sad thing is that these are all things you really have to experience for yourself to appreciate how bad they are. It doesn't sound as bad as I say it is, I bet. And if you watch videos, you might even think "Oh, how is this that bad?" But it is. There's good reason why this game is utterly reviled. It deserves every bit of the scorn it receives.
