PC version already has a few very nice mods, like the Style Switcher by Serpentiem or the HUD retexture by Alex. PS4 won't have any.
The PC version has a few snags, but I would recommend it if you have an R9 280, GTX 770, or better to play at 4K resolution.
From my own testing, an R7 360can handle 1080p60, but I haven't tested that enough to guarantee it.
One more thing; 60 FPS only. Whether modders can fix this reliably or not remains to be seen.
My pc is a SLI GTX 1070 in a 4k monitor, but I guess the performance in my Pc would be 1080@60fps, the same performance than in a Ps4 Pro.
Im not very interested in mods, except if there is a texture mod, like Elysse has said
Turn off SLI before playing to prevent weirdness if you end up going with the PC version. You'll also need a small mod to turn the resolution to 4K, it's a farly simple text document tweak with two values that need to be changed (1920 -> 3840, 1080 -> 2160).
So far, I've seen the support for texture mods and a transparency fix for Dante's hair (SpecialK has been at work). Presumably, other mods are in the works.
