Does this game work when steam is in offline mode?

Yes it does, there is no DRM as far as anyone can tell.

I'm going to be pedantic here, but Steam in itself is DRM. Activating any game on Steam requires an internet connection, since the game key needs to be tied to your Steam account before you can download and play it. Anything that manages your digital rights to the usage of a product is DRM.

You're right though, Steam is pretty good with offline play. I've had issues with offline play years ago, but I can't even remember what frustrated me about it.

Why that's true this (*Internet connection required for game activation) message is just used inconsistently across Capcom's recent titles.

RE 7 has it, MVC: I doesn't, both games have Denuvo
Okami HD doesn't, this game does. No Denuvo.

Sounds like a store page error. All of those games require activation due to Steam itself, but nothing appears to be in DMCHD besides Steam.
