Its very subjective, but i think those 3 things make up most of the complaints. I like the game, more so than DMC3. All depends on who you ask.
Some of that team didn't work in DMC1 but this isn't why Dante's personality was changed, that was the producer (Tsuyoshi Tanaka's) decision and the team agreed with him. So the team decided to do whatever they wanted with DMC2, deciding to ignore or change whatever made DMC1 popular because they wanted to.
And just to top it off, it's the easiest game of the series by far. I'm far from an expert player of the series, but DMC2 is the game even I can beat on Dante Must Die difficulty. Hard is as high as I've managed to go in the other games.
I'll say this, you can unlock Trish, Dante's partner, as a playable character in DMC2. She actually uses Dante's moveset from DMC1, and it is utterly mindblowing how much more fun it can be with the far better moveset.
As stated earlier the enemies were also uninspired. As the levels increased they just palette swapped the earlier enemies.
Well, when it comes to it, you've got three good games with that.
To be fair all of us who played through the series are comparing it to the rest of the excellent games in the series.
That said, it still has tight atmosphere and cool level design. I always liked it for that and Lucia's campaign.

And this is in Normal mode. NORMAL. On DMD, all the body parts attack you at the same time by default. It's possible to do without taking damage, but it's impossible to get an S rank without using items on The Despair Embodied fight afterwards.
