Baking lighting among many other things is a reason that they need to use UE's Editor.
Epic only permits tools that use their editor for any reason to be based on the Epic Store, and if you bothered to go check out the Editor's page, it's literally UE4 with their own custom tools. Imagine Epic just letting people sell UE4 on Steam lmao.
