Report a translation problem
I bought the game a long time ago and it never happend, maybe it is because of a new update.
Sometimes it can be disk access/cpu that slows things down. You could check the disk usage while downloading to see if this is the case, it can have a big impact especially if the disk is almost full and, apparently, Steam may use other drives (such as a HDD) if the current drive is low on space.
Sometimes hotfixes are ~26MB (which obviously downloads lightning fast) but then they take a good 10 minutes to apply.
BTW< not aimed at anyone in particular but if you are having crashes you should verify the game files (do it more than once if it finds nothing first time). This seems to be a common and successful solution.
