BUT head gear slows you down the most
Few things will one shot you over tier 2 and as already said you get hit much less often in head than chest (you can tell by the sound when hit). Plus you will get some movement bonus which makes a difference in footwork and avoiding getting hit.
I personally go 3/3/2 or 2/3/2 unless I really need a point for certain weapon/perk then 2/3/1 but no lower unless I'm goofing around or playing archer/engineer. But I pretty much stick to the 8 point or less weapons.
2/2/2 or 2/3/1 for less competitive
Generally, high armor is very beginner friendly, as you can stomach a hit or two that you did not see coming, without dying. Especially in frontline, that is almost a must, as you do not have 360 vision. So my recommendation is 3/3/3 or 3/3/2 if any of those apply to you.
If you want to get the most use out of your armor for dueling, there is several setups, which can give you what you want. 2/3/1 is a very common Zweihander build, which will afford you precisely two hits to any region (short of maybe Halberd to the foot?). 1/1/3 is an incredibly quick and dangerous playstyle that involves footworking to gain range advantage and running away when you've been feinted out, to bait a miss.
There is, of course, no general rules on what is actually best or considered best. And in many cases, such as a first-to-10 (ft10) dueling series, bringing a build that counters your opponent is worth more than the best general setup. For example, against a waraxe player, you might favor 1/1/3 heavily, because you can force misses on their part, because their weapon is tiny, while 3/3/3 would mean you don't get to outrun it.
Overall, the best choice of armor for yourself should be one that you feel comfortable moving in and that you can learn you footworking in. How much that actually is, is not too important. Plus, this way, you get to pick a fashionable loadout ;)
P.S.: Unless you're starved for armor like with a Zweihander (where I recommend 2-3-1, because leg hits are rarer than head and torso hits, in my experience and 2 armor already affords you two head hits, which is the most youll ever get), you will probably always want 2-3-X or 3-3-X. 3-2-X leaves you to be twoshot on the torso by so many things that the 3 head armor and corresponding speed loss are not worth it. Generally though, when you are headed for high armor territory, go all in. Movespeed loss from additional armor is so high that only half-committing leaves you with the worst of both worlds, at least in my limited (500hrs) experience.
