I guess people feel the need to contradict everything they see to look cool nowadays, even when they don't know anything over a subject but anyways, your game will run with 8Gb on ANY WINDOWS OS INCLUDING 7, 8 AND 10.

GeForce GTX 1050 Ti
8GB RAM
But then I played 2 hrs last night and didn't get any stuttering or slowdowns on my laptop with 8gb ram.
When I had a Laptop(Mid level for it's time) I would get stuttering in every demanding game after 1 hour.(Laptop would overheat.)
I think stuttering are either due to:
1.Game's code
2.Overheating for laptops.
But it's not really due to "laptops" themselves. Since some companies produce gaming laptops.
Then ofc a PC would be way better for gaming because you can upgrade it as well.
I was sure my laptop will nit run this game but it did on medium settings. I just use it if I want to game on the go. Lol
