The 1050Ti 4gb is a more than capable card, lol.
I have the same card with an i7 7700k 16 gb's of ram and i'm having the same issue. My FPS will start out fine at 60+, though very quickly drop down into the 20's and 30's over the course of only a few minutes. Reminds me of the old Battlefield 1 ram leak days.
I tried resolution scale at 0% and got the exact same performance as at 100%.
It is only this game as well, i can play GTA 5 on high perfectly fine, War Thunder on ultra at welll over 100 fps, Escape From Tarkov on medium and high perfectly fine, there is something up with this game.
In the Nvidia control panel, it tried defaulting to my integrated Intel graphics, so i switched it to mandatory use the card, improved my fps a little but not by much.
