Report a translation problem
It's because it is a very generic error message that shows whenever it can't establish a network connection to the backend servers.
The reasons that connection might fail are vast and varied, could be caused by an issue on your network, your internet being down, could be caused by a widespread server issue, could be just routing congestion, and every one of those will have a different "fix".
It was my ISP, had to call customer service and they fixed the issue.
Apparently it was a bad network end-point or some nonsense.
