16GB of RAM is more than enough, its moreso the CPU that is commonly the issue.
Bad FPS can be caused by a whollleee lot of things
Let me list a few.
1, big mods/lots of mods can cause major performance impacts, having loads of mods like ToR, MMP, MKP, ToT2, etc etc, can cause some big fps drops.
2, Outdated drivers! Make sure youre up to date on your GPU Drivers.
3, If youre running on the Q2, make sure your refresh rate is at 90hz, the game isnt designed to run at 120hz sadly.
If none of these help, try messing with these settings.
Set Physics to Low
Set Persistent bodies to 1
Turn MSAA off
(if you are still needing more) Set render sale to 0.75
Only lowering the "physics quality" setting worked for me, lowering the graphics settings and deleting the mods didn't help. It's weird because before that I had a ryzen 5 3600 at the same fps and upgrading to 9 3900x didn't make a difference :(

If it wasn't the issue, you'd already seen a proper and high performant physics in 80% of nowadays games. You don't, and that is why.
None of the games you can point out have it the same way.
The way I fixed it was re-installing my gpu driver and tweaking my OC settings.
