If you are 100% positive you did this correct and positive you didn't miss any mods when you were deleting, maybe it would be good to do a clean reinstall (don't skip steps in this guide) https://steamcommunity.com/app/629730/discussions/2/4366772972631187775/ And in your circumstance, after you uninstall and clear everything out, set the beta to U9.3 and then reinstall, so that it installs a fresh 9.3 directly, rather than installing 9.2 and then upgrading to 9.3. Maybe something weird happened when steam was changing versions and something got corrupt.
I decided to downgrade to 9.0 to see it that might work and it did not, leading me to change to 9.3 once again. The loading screen still was infinite.
I found my fix by verifying the integrity of the game files - something I don't entirely understand as changing versions seemed to have reinstalled the entire game.
The game launches perfectly now - no black screens and no infinite loading screen. I can play the game comfortably and even incorporate mods into my game.
Great! It was def the 9.2 Unity XR plugin issue that was fixed in 9.3.
