I’ve put the outer rim folder in streaming assets section for the game and it’s still not in the game.

Are you sure that searching for "WarpFrog" folder yields nothing? That's where B&S config files are stored, it cannot function without it. It might be in a slightly different location under Users folder if Win10 has different name for what is AppData in Win8. Try searching for "Player.log" on all drives, it should give out the location of B&S configs.
I don’t want to be annoying but can you say that in casual vr gamer language
have you tried just pasting this in your address bar c:\Users\youruser\appdata and hitting enter that's what i have to do as th appdata folder does'nt show unless you've change the folder settings

There's nothing VR-specific here. You simply need to use windows search function to search all your hard drives for a player.log file. If you're not particularly tech-savvy, I'd recommend asking a family member or a friend to help you out.

Almost bun not quite as "youruser" is not an actual folder name. OP has to replace it with their Windows username for this to work. But otherwise you are correct.
I’ve searched for player log but still nothing
Search bar at bottom of screen (by start button), type in "%appdata%", without quotes. Appdata by default is a hidden folder. This will bring it up. The file pathways others have mentioned should be in there.
I’m In app data the options are roaming, local or local low do you know what I do now.
The others were wanting a look at your player.log file. That will be in appdata>LocalLow>WarpFrog>BladeAndSorcery>Player.log. This will help show what files are actually loading when you launch the game, to determine if it's reading your desired mod correctly or not. Narrows down the focus for the issue.
I found local low and I’m in blade and sorcery but the options are unity, player and player-prev

Yes, player.log is the log file you're looking for. Your windows explorer settings are set to hide file extensions, hence the ".log" part is not visible for you. Open it in a plain text editor(i.e. a notepad) to view its contents. It is a bit technical but can be human-readable. So if you look through it you can find mod loading messages or errors mods might throw. At this point you only need to confirm that mods are indeed trying to load as it's not clear if you're installing them correctly.
Is there a quick way to look through the notepad cos there’s so much
Mod initialisation section is closer to the beginning of the log. You can make it simpler for yourself by removing all mods but one before starting B&S. If mod is not loaded, exit and check the log, looking for item names belonging to that mod . I know this may be a bit boring but this is the best way to confirm if the mod is being identified by B&S but fails to load successfully or is it not being loaded at all. Depending on which it is, we can try different things to diagnose the issue further.
Do you have discord? To make it easier
