Does tier 4 armor exist?
I've seen tier 4 weapons for about 3-4 Golem runs now. Never seen tier 4 armor. Are there any?
Also, is that max tier, or is there a tier 5 of weapons and armor also?

Tier 4+ armor doesn't exist, the highest is tier 3 (Marauder / Blackened / Acolyte).
SPOILERS: The Sword of Naa is the only tier 5 weapon, and can be attained by completing the secret ending.

No, tier 3 is the max for bows, and quivers are always labelled tier 0 (despite there being differences in the quiver capacity and arrows). Functionally speaking, the ancient arrow quiver is tier 1, the normal arrow quiver is 2, and the bodkin arrow quiver is 3. Throwing daggers are tier 0 and don't have variants / upgrades like the arrows.
