Mods are not better. they have improved in some areas but other mods have been unable to update or keep features ever since the ai was redone.
For example the Outer Rim star wars mod was incredible for u9-11 but has since lost the ability for ai to use blasters so downgrading the game and the mod to older versions make it better but you have that choice so you can still play the best version of those mods. But game was just updated and the mods are being updated so over the next month or two you will see tons of great mods coming out.
You can have dozens of people spawned, you will need to find a wave mod for it but yes you can. it depends on your system specs. im running on a 3090 and can have around 20 people spawned before i start having any issues.
